Grant Camera and Mic the first time only. Speech Recognition is asked when you turn on speech-follow.

Adjust text size, line spacing, scroll speed, and overlay placement while you record.

Stop, review, trim. Save to Photos when you choose — otherwise it stays in the Recordings library.
